Non-standard license plate - California

One of my neighbors has a non-standard issue license plate, and I'm trying to figure out what it is. It is not a vanity plate.

The standard issue California plates are in the format: xABCxxx

Where "x" represents numbers, and "ABC" represents letters

This one is 5 digits, all numbers. On the left side "DLR" is stamped vertically, and "1A" on the right side. The registration sticker, next to the year, reads "California Occupational Licensee".

What kind of occupation might my neighbor have that he has this sort of license? (It must be a lucrative one, since the plate is affixed to a Porsche)

DLR stands for "Dealer" as in "Car Dealer"

Heh, I was actually just on the DMV site to inform them of my change of address, and it never occurred to me that such information could be found there.

You see, the site wouldn't even let me change my address online because it claims the information I entered, which I triple-checked and found to be accurate as it was printed right on my registration didn't match what they had on record, therefore they couldn't help me and I ended up having to print and physically mail a form in for the purpose.

So because of this fiasco (physical mail, requiring envelopes and stamps and everything? What is the world coming to?), my mind was not equating "DMV website" with "helpful".
